SEATTLE - The federal government is making hundreds of American cities-including Seattle - upgrade their sewer systems to comply with the Clean Water Act. While the project will cost half a billion dollars locally over the next fifteen years, some citizens have found creative ways to help the environment and get a check sent to them.
